Used to describe spectacular failures, and glorious trainwrecks:​ games with inhuman difficulties,​ illogical puzzles, extreme boredomosity,​ game-deforming bugs, awful stories, (and so on,) but to such a degree that the games become interesting,​ outside the intentions of the developers. You know them when you play them.
