Some of the most popular PC-98 emulators are Anex86 (good compatibility, easy to use, low system requirements), Neko Project II (most accurate, high system requirements, open source; the Unofficial Build has introduced many improvements) and T-98 Next (fast and compatible, but outdated in some respects and lacking an English interface).
